On Tuesday, July 30th, the Burbank City Council will vote on an ordinance that will triple relocation fees for all No-Fault evictions, including Owner Move-Ins. No-fault evictions allow rental housing providers to evict tenants for demolition, substantial remodels, government mandates, or owner move-ins for the owner’s use or close family members.
Key Concerns:
- Removal of Exemption for Small Owners: The new draft ordinance no longer exempts smaller owners with four or fewer units.
- Anti-Retaliation Measures: The ordinance includes new anti-retaliation measures for renters and the City Attorney’s office (Agenda Item N.2).
Your Participation is Crucial!
Only one rental housing owner attended the July 16th meeting to voice opposition. AAGLA was the sole organization to speak against the ordinance. This lack of turnout led to the removal of the small owner exemption. Your voice is essential to prevent this harmful ordinance from passing.
Why This Matters:
- Financial Impact on Small Owners: Imposing triple relocation fees on struggling rental property owners will force them to sell to large corporations, resulting in the loss of affordable housing.
- Unfair Financial Burden: Increased relocation fees should be limited to low- and moderate-income renters. Small owners often have to make large payouts to renters with higher incomes.
- State Law Compliance: State law (SB567) already regulates Owner Move-Ins. No data shows that Owner Move-Ins are a problem in Burbank.
- Protecting Owner Rights: Owner Move-Ins should be excluded from increased relocation fees. Small owners need flexibility to move into their properties during financial distress.
